对权力监督的几点思考

摘要

自人类社会产生便产生了监督这一社会活动及现象。至政党政治时代，监督已从单纯具有社会管理功能转变为以对公共权力与政党权力的制约与调控为主要特征的机制。而近年来，我国不断推进行政体制改革，积极转变政府职能，政府服务水平明显提高。但是，在正常工作过程中所出现的监督意识薄弱、监督机制不完善、监督渠道疏通难等问题也随即出现，影响着我国健康的体制改革，所以在这样的大背景下，本文对权力监督进行了深入剖析，并针对在新型势下所出现的问题重点关注，提出富有建设意义的对策，来强化权力监督职责。以期能进一步强化监督职能，形成良好的政治生态，着力提升权力监督的科学化水平。

ABSTRACT

Since the emergence of human society， the supervision of social activities and phenomena. In the era of party politics， the supervision has changed from the simple function of social management into the mechanism of the restriction and regulation of public power and political power. In recent years， China has been promoting the reform of the administrative system， and actively changing the functions of the government. However， the consciousness of supervision appears during normal operation， the weak supervision mechanism is not perfect， dredge the channels of supervision and other difficult issues also appear， affecting our health system reform， so in this background， this paper makes an in-depth analysis of power supervision， and solve the problem which appears in the new focus potential， put forward constructive countermeasures， to strengthen the powers of supervision duties. In order to further the supervision function of the discipline inspection organs， to form a good political ecology， and strive to improve the scientific level of inner-party supervision.
